To put that into perspective, that's more than Microsoft, Amazon, and Pinterest put together. That doesn't include the thousands of cases of exploitation that aren't reported each year.


Who We Are

Agencies United (AU) is a community-driven safety initiative focused on improving how reports of online predatory behavior are received, reviewed, and responsibly escalated.We exist to bridge the gap between individuals who encounter concerning behavior online and safety-focused organizations equipped to address it. AU does not conduct investigations or confront individuals. Our role is to provide a structured, secure pathway for information to reach the appropriate channels.

As a server owner, it's important to provide your community with safe and accessible ways to report concerning behavior. TiplineBot offers a quick and easy solution that works in any server where it is already present, without requiring setup or ongoing management.

You do NOT need to add the bot to your Discord server in order to use it.

Use TiplineBot in any server where it is available to submit a private report. The process is free, quick, and guided, helping protect yourself and others by responsibly addressing concerning behavior.

Terms of Service

1. Acceptance of Terms
By installing or using the AU TiplineBot (the "Bot") on your Discord server, you agree to be bound by these Terms of Service on behalf of yourself and the organization you represent. If you do not agree, you must immediately discontinue use and remove the Bot from your server.
2. Description of Service
The Bot provides secure reporting and private support ticketing functionality for Discord communities. It is designed for the collection, triage, and management of sensitive reports, including but not limited to safety-related submissions. The Bot is not intended for general-purpose use and must not be deployed for activities outside its stated design.
3. User Conduct
You agree not to use the Bot to submit illegal content, spam, or false reports. The Bot implements rate-limiting and blacklisting to prevent abuse. Submitting malicious or fraudulent reports may result in permanent suspension from the system.
4. Data Submission and Ownership
Users may submit reports containing personal identifiers, evidence references, and incident summaries. You retain ownership of content you submit, but grant the Bot operator a non-exclusive license to process, store, and forward such content for investigation and safety purposes. The Bot operator does not claim ownership of user-submitted data.
5. Data Handling and Forwarding
Data is stored securely on the cloud. The Bot will not transmit data to external services unless a staff member explicitly initiates forwarding via the built-in interface. Forwarded data is subject to the privacy policies and terms of the destination service, which are beyond the control of this Bot operator.
6. Data Retention
Data is retained until manually deleted or the Bot is removed from the server. The Bot operator is not responsible for data persistence after removal. Server administrators are responsible for implementing retention policies compliant with applicable law.
7. Limitation of Liability
The Bot is provided "as is" without warranty of any kind. The operator assumes no liability for missed reports, data breaches, configuration errors, or consequences arising from forwarded submissions. Maximum liability is limited to the amount paid for use of the Bot, which in its default configuration is zero.
8. Termination
You may terminate use by removing the Bot from your server. The operator reserves the right to suspend or terminate access for violations of these Terms or applicable law.
9. Governing Law
These Terms are governed by the laws of your jurisdiction and Discord's Terms of Service. Any disputes shall be resolved in accordance with such laws.

Privacy Policy

1. Introduction
This Privacy Policy describes how the AU TiplineBot collects, uses, shares, and retains data. The Bot is self-hosted; the data controller is the server administrator operating the instance.
2. Data Collection
The Bot collects the minimum data necessary to function: Discord user and server identifiers, report content, ticket message history, interaction timestamps, and webhook URLs configured by the administrator. No payment information, IP addresses, or real-name data is collected.
3. Data Use
Collected data is used solely to generate reports, create transcripts, enforce rate limits, manage blacklists, and log staff actions for audit purposes. No data is used for advertising, analytics, or unrelated purposes.
4. Data Sharing
Data is not shared with any third party unless a staff member manually forwards a report via the provided interface. Forwarded data becomes subject to the destination service's privacy policy.
5. Data Retention
Data is retained indefinitely unless deleted by the server administrator. Administrators are responsible for implementing retention schedules compliant with applicable privacy laws.
6. User Rights
Users may contact the server administrator to request access to, correction of, or deletion of their personal data. Requests will be honored within a reasonable timeframe, subject to legal and operational constraints. The operator cannot modify or delete data forwarded to external services.
7. Security
Data is stored on the host server’s filesystem. Administrators should implement appropriate server security measures, including access controls and encryption at rest. The Bot does not provide end-to-end encryption.
8. Changes to Policy
This Privacy Policy may be updated periodically. Material changes will be communicated through the Bot’s audit channel or other appropriate means. Continued use constitutes acceptance of updated terms.

Partnership Requirements

If you are a normal server owner, this is NOT for you.

1. Proof of Activity & Responsiveness
Safety-focused partners must be able to demonstrate active operations, including:
- The ability to receive, review, and act on reports in a timely manner
- An average response or acknowledgment time of no more than one (1) week per report
- Ongoing engagement in safety-related work relevant to their stated scope
Partners experiencing inactivity, backlog, or operational pauses must notify AU promptly.2. Strong Security & Access Controls
Partners are entrusted with potentially sensitive and private information. As such, partners must demonstrate:
- Secure storage and handling of all reports
- Restricted access to reports limited to authorized internal teams only
- Verification that all individuals with report access are 18 years of age or older
- ID verification or equivalent vetting for staff handling sensitive content
Reports must never be accessible to unverified individuals or the general membership of a community.3. Defined Scope & Jurisdiction
Partners must clearly define and disclose:
- The types of cases they accept (e.g., grooming concerns, CSAM reporting, fraud awareness)
- Platforms or services they operate on
- Any geographic, legal, or jurisdictional limitations
This ensures reports are routed appropriately and expectations remain clear.4. Responsible Escalation Practices
Partners must maintain documented procedures for responsible handling, including:
- Escalation to appropriate platform Trust & Safety teams or official reporting channels when applicable
- Collaboration with recognized authorities or organizations where legally appropriate
- A strict prohibition against harassment, doxxing, public confrontation, or vigilantism
AU does not partner with groups that encourage or engage in unsafe or unlawful behavior.5. Confidentiality & Data Privacy
Partners must agree to the following confidentiality standards:
- Reports may not be redistributed outside the organization unless necessary for escalation
- Identifying details of reporters, victims, or subjects must not be publicly disclosed except for awareness training
- Data must be securely stored or destroyed after resolution, when appropriate
6. Transparency & Communication
Partners are expected to maintain basic communication with AU, including:
- Confirmation of report receipt when possible
- Notification if reports cannot be processed due to scope, capacity, or operational issues
- Transparency regarding periods of inactivity or organizational changes
This helps AU route reports responsibly and avoid delays.7. Ethical Conduct Standards
Partners must operate in accordance with ethical principles, including:
- Respectful treatment of reporters, subjects, and affected individuals
- Avoidance of bias, discrimination, or targeted harassment
- Commitment to safety, prevention, and harm reduction
AU reserves the right to disengage from partnerships that compromise these standards.8. Conflict of Interest Disclosure
Partners must disclose potential conflicts of interest, including:
- Personal involvement in a reported incident
- Reports involving members, leadership, or affiliates of their organization
Conflicted cases should be reassigned or declined to preserve integrity.9. Ongoing Eligibility Review
AU reserves the right to:
- Periodically review partner activity and adherence to standards
- Suspend or terminate partnerships due to inactivity, security concerns, or policy violations
- Pause referrals without prior notice if immediate safety concerns arise
Partnerships are contingent on continued compliance.10. Acknowledgment of AU’s Role
All partners must acknowledge and agree that:
- Agencies United functions solely as a report intake and referral network
- AU does not conduct investigations, enforce outcomes, or direct partner actions
- Final handling decisions remain the responsibility of the partner organization
This distinction is essential for transparency and accountability.11. Agreement & Acceptance
By entering into partnership with Agencies United, partners affirm that they have read, understood, and agree to uphold these standards.
Failure to comply may result in suspension or termination of partnership.
